[feature/OFFICIALLY UNSUPPORTED] add nowasm build tag to disable building with WebAssembly ()
* add experimental build-tag 'nowasm' which uses local ffmpeg / ffprobe

* updated experimental support message

* add comment to build script explaining build tag

* add nowasm build tags to moderncsqlite files
